[AIMSA "Unity in Diversity"] Nepal rebel groups seek UN help

Dear all,

The UN seems to hide that it has received letter for intervention from Tarai outfits. Plz see the 2 news below:

Nepal rebel groups seek UN help for 'freedom'

November 9th, 2008

As Nepal's Maoist government sought to open parleys with the armed rebel groups battling for greater rights in the southern plains, two of them have approached the UN seeking self-determination.The Terai Army and Terai Rastriya Mukti Sena, two underground organisations facing police action in Nepal's turbulent Terai plains, have sent a joint letter to UN Secretary-General Ban Ki-moon, asking for the world body's support to shake off the Terai's present "colonial" status and become a free state with the right to self-determination. The letter, sent during Ban's recent visit to Nepal, says in the past, the Terai was an independent land.

However, the East India Company that overran India, carved up the fertile plain and gave parts of it to Nepal as "reward" for helping them put down the Sepoy Mutiny in India, regarded as India's first war of independence.

"Are we and our homeland the Terai pieces of gold that we can be given away as reward?" the letter asks the world body chief.

Follow up news:
In Nepal, UN Is Counting Guns But Not Controlling, Terai Cries  Misunderstood

Inner City Press asked Martin about two reported letters to Secretary General Ban Ki-moon, during his recent visit to Kathmandu, from independence fighters from the Terai plains region. Martin addressed not these letter and claims but those of parliamentarians, some of whom met with Ban during his visit.

Why is the UN not acknowledging the letter it received from Tarai outfits????

Bal Krishna

[AIMSA "Unity in Diversity"] Fwd: Tarai stir victims yet to be compensated

Tarai stir victims yet to be compensated

RENU KSHETRY

KATHMANDU, Nov 13 - Even 11 months after the Nepali Congress-led government signed the agreement with the Madheshi parties to compensate victims of the 2007 Tarai unrest, the issue remains only partly resolved, thanks to the government's failure to define the criteria for compensation and lack of clarity in the division of work between the Ministry of Home Affairs and the Ministry of Peace and Reconstruction.

There is more than one theory to explain the government's apathy. According to one school of thought, the Tarai-based parties have not pushed for results because many of the victims are Pahadi (or hill people) but based in the Tarai. The other theory is that successive governments have been led by political parties with a strong Pahadi bias -- NC in the past and now the CPN (Maoist).

Central member of the Madheshi Janadhikar Forum (MJF) Upendra Jha says the government is biased against the Madheshis but there is more to it than that. Following a Cabinet decision last year, the government provided Rs 1 million each to the families of 38 of the 55 who lost their lives during the movement.

The government has set certain criteria for providing relief and compensation under various titles to victims of the 10-year-long conflict, with the Peace Ministry and Home Ministry being the authorities concerned for providing compensation. While earlier the Home Ministry used to look into demands for compensations for conflict victims, the Peace Ministry is now the authority concerned.

One of two compensation funds --concerning damage sustained during bandas since June 2007-- is handled by the Home Ministry and the other, concerned with damage

sustained during the April

elections, by the Peace Ministry.

But none of the funds takes care of Tarai victims of the 2007 movement. Every day the Home Ministry receives around 8-10 inquiries for compensation and relief. Minister for Peace and Reconstruction Janardan Sharma says that regardless of the criteria, the government will compensate the victims. "As soon as the budget is released, the [Peace] Ministry will distribute the funds as per the agreement reached with the Madheshi parties on Falgun [on Feb. 23, 2008]."

The 22-point accord between the government and MJF and the eight-point agreement between the government and the Joint Democratic Madheshi Front reached on Aug. 30, 2007 and Feb. 23, 2008, respectively, speak of commitment to compensating those who lost their lives during the Tarai movement.

Home Ministry record shows that some 325 houses and shops in six VDCs were destroyed, with 155 vehicles torched. In a major incident, 28 people were killed when the MJF and Maoist cadres clashed in March 2007.

"Most of the political agreements are reached only to address immediate problems," says analyst Krishna Khanal, "The government should implement them without having to wait endlessly."

If the government keeps signing agreements but fails to implement them, it could led to a crisis of confidence, says Khanal.

"Rather than squarely blaming the government for its inefficiency in delivering on promises, the Madheshi parties and leaders in the government should take the initiative to resolve the crisis.

"If the parties continue to ignore the issue of compensation, it could lead to a crisis beyond government control," says Khanal.

[AIMSA "Unity in Diversity"] Increasing number of young girls sold as Kamlaris go missing in Dang

Dear All,

Increasing number of young girls sold as Kamlaris go missing in Dang

For the past some years cases of Kamlaris, young girls sold as bonded
slaves usually for a fixed annual sum, disappearing from the house
they are employed in has seen a rise in mid-western Dang district, a
report in Kantipur Daily said Wednesday.

What's more, the report said that parents of these young girls don't
even file a missing person case at the local administration or police
station due to fear of repercussions.

It has been more than six years that the daughter of Chaturbir Tharu
of Dhorahi-2 has been missing from her employer's house in Kathmandu.
However, her status has not been known despite her father desperately
searching for her everywhere.

According to the report, poor people of Tharu community in the
district hand over their young daughters barely in their teens to
middlemen who in turn put them up as a domestic help in the houses of
willing families. Through this they hope to earn some quick cash. But
in most cases neither they get any money nor get their daughter back.

Chaturbir Tharu had to suffer a similar fate. Expecting a fixed annual
wage in return for his daughter who he sold as Kamlari, he got a shock
of his life when he heard an unpleasant news of his daughter gone
missing from her employer's house.

Chaturbir had sold his 12-yr-old daughter Sharmila to Saraswati
Pokharel of the same municipality in the winter of year 2002 for a
fixed annual sum of 4,500. He hoped to pay up the debt of Rs 15,000 he
had taken from the bank through the money. But leave alone money, he
had to go in search for his daughter after he was told that she has
run away from the employer's house.

"I was waiting for the money to arrive when news came that my daughter
is missing," Chaturbir told Kantipur, "when I asked about the
whereabouts of my daughter, the family who had employed her said she
ran away and even warned me against making an issue out of it."

Chaturbir has now paid the debt he owed to the bank by selling his
land and house, but he is very worried about his daughter. He believes
that the middlemen who had approached him for his daughter might have
sold her somewhere else or may be they are just simply lying about his
daughter being missing.

According to Saraswati Pokharel, Sharmila ran away from her sister's
home in Kathmandu and that she doesn't know where she has gone.

Similarly, Sita Chaudhary of Hekula-6 of the district has also gone
missing from the past 6 years. She was sold as a Kamalari during a
winter festival of 2002 called Maghi when most poor people from Tharu
community sell their daughters for a fixed annual sum. Sita's age was
only 11 at the time when she was sold.

But only five days later Sita's family had to hear an unpleasant news
about their daughter going missing. The family that had taken their
daughter said they would give them a piece of land in return, but that
they should keep their mouth shut about the missing daughter.

"They told us that our daughter has run away. They also gave us a
piece of land saying that we better not file a missing person case,"
Jhingu Lal Chaudhar, Sita's father, told the daily."Where should we
poor people go to look for our daughter? We have mostly kept quiet
about it till now."

For the past many years Tharu girls have disappeared like this after
being sold as Kamlaris. But till now not even one case has been filed
at the district administration or the police.

Fakala Tharu of Friends of Neglected Children, an NGO which works in
this sector, said there are dozens of such cases in Dang district.

"The middlemen buy and sometimes even threaten poor parents into
keeping quiet about their missing daughters so as to suppress the
case. We have uncovered many such cases in the district during our
investigation," Thauru said.

[AIMSA "Unity in Diversity"] Re: OBC-The federation of Other Backward Classes (Nepal Caste System)

Hi All,
Please go through Attachment on "The Nepalese Caste System"

Hi All

The federation of Other Backward Classes (OBC) warned of further protests until their demands are met. The federation represents 31 backward castes/communities such as Kuswaha, Kalwar, Hajam and Musalman, have demanded the government include OBCs in the list of indigenous groups and ethnic nationalities in the constitution and give them equal rights.

The constitution writing process will start from coming Sunday (Nov 16) as the long awaited CA regulations are set to be endorsed on Friday.

What do you think guys ? Should we support them ?

Thanks
