Thanks for your view.
Our main objective is not to divide the Madhesi within Madhesi with Caste or religion. This will create more problem with in Madhesi in future.
To find out the economic condition of family is not the tough job.
If their is right intention to do any work then obviously the result would be achieved.
You have already given some of good scientific methods of Accurate Census and SSN.
Only poor people should be benefitted with reservation.

The political parties like TMDP, NSP are raising their voices for the fresh census before the new constitution is formed. We should support it. And also, a third/neutral party survey.

Therefore, in a country, where even the basic data like census is not fair, we should not expect that we have a true data on family income. Moreover, how to calculate income and wealth is another issue. How can we ascertain the income of a farmer in a remote village... i mean do they have any proof?

Therefore, if you focus on scientific methods of progress, we should ascertain the availability of 2 data:
1. Accurate Census
2. Social Security number to track every citizen.

Friends we have seen the lots of changes in our country in the short
span of time. There was the time when Nepal seems to have its own
unique culture tradition and peaceful country in the world. We all
used to be proud of our culture, traditional and peacefulness in the
country. We used to hear that in neighboring country like India,
china, Bangladesh, Pakistan has lot of conflict and war within
themselves.

But in the short span of time by 2001 A.D; Nepal has been in the
dalmatic situation where the entire problem starts side by side by
giving one after another dirty politics game for opportunistic
politicians. In realistic none of the politician wants to see the
country to have the good future and work for welfare of society.

Now the Other Backward Caste (OBC) topic seems to have great interest
for the politician in our country. OBC is another strategy for the
politician to make the division within the society. This type of
division gives the politician again another chance to play the Vote
Bank Politics in our society. They want to divide the society in
different sects by caste, religion and again rule the society. They
are creating Issue within society to have name and fame.


In today society I, you and we cannot say that all the OBC are
backward in terms of wealth and all the Brahmins of society are good
in wealth. This equation cannot be well formulated and proved since we
all know that god has given variation within own sibling also. There
is variation within the same caste and within the same family in terms
of wealth, knowledge etc.
As the Citizen responsibility and to have good future of Country I
would support if the Reservation would be given in terms of Family
Economic Conditions not in terms of Caste and religion. There should
be reservation based on the Family Annual income or certain
benchmarking criteria should be formulated which would give the equal
opportunity for all the Nepalese. Government should make the database
of people and give certain scholarship program only to those students
whose family economic condition is poor. The objective is to have the
growth of society irrespective of Caste. I have seen some of really
good economic family children studying in the scholarship program only
because of Caste tag benefit. Society won't see any change if only
those people get chance of everything that really have self capacity
to do. To have change in society we need to give chance to that person
who really needs help.
Logic and Intention does not always go side by side. Most of OBC
people have less wealth but not all the OBC. Finally if you see in the
crystal clear you will see only that portion of OBC gets benefit that
has capacity to do something by self also. If reservation is
implemented by Caste then it is impossible to eliminate in future
since this will become trend in the society and many politician would
be taking their base point as reservation with respect to Caste. One
problem will create lots of problem in future and finally only the
opportunistic people would get benefit by Caste reservation. If
reservation is implemented by Economic Condition of Family then it is
easier to modify the reservation criteria after certain span of time
if the family economic condition becomes better and thus this will
support the upliftment of society.
 Nepal is a secular country. Now is the time not to judge the person
by Caste and one should not get benefit by Caste Tag. We should teach
each other about Humanity. All the human being needs common basic
things in life to live happy. We are the social animal and we live in
society. We should abolish Caste system in our society since this is
cancer of our society.  Friend I urge everyone to act in this with
full force to abolish the caste system in society and to implement the
reservation based on Family Economic Condition.

Dear Ajayji,

You are right to ask the question "Is closing of private school and university shows any positive path for Country"? Before any responsible person gives such an statement like "Private institutions and colleges will be closed", there should be some road map  and planning for the alternatives.
It is a fact that, most of the private institutions in Nepal do exploit students and have become money making elements but closing them doesn't resolve the problem. They can obviously be regulated and managed in a better way. Though there are some disadvantages  because of them , they are helpful to the nation in many ways like they are educating people( Na Hunu Bhanda Kano Mama nai Besh), they have given job opportunities to thousands of people.
If Government seriously want to improve the education system , they can take inspiration from India  where both private and Government institutions have excelled in many ways.
Lets see how things will turn in coming Days.

On 6th November 2008; Maoist Government Finance Minister Dr. Baburam Bhattarai announced by 2010 all the private school and university should be closed and all of them should be within the Government control. This decision has hurt many intellectual Nepalese and put the question mark on Nepal's former rebel Maoists attitude on the development of country.

 As a responsible citizen; my first question comes "Is closing of private school and university shows any positive path for Country?" According to the Ministry of Education, private schools account for nearly one-third of the country's 41,000 schools. If private institutions are supposed to be closed then what will happen about the quality of education and employment opportunity for teachers and staff. There has been no alternative solution given by Maoist government till now for employment opportunity to teachers and staff. Neither there are any proper plans formulated for Education sector in Nepal.

Dr Bhattarai has given the Blind statement that has no logic. Most of Nepalese student goes to foreign country to have better higher education. There are less number of Colleges and Universities in Nepal that provides good quality of Education. Campus Placement opportunity is rarely seen at Nepalese institution.

Some of Private University provides good opportunity for Nepalese Student to have quality of education in their own country. Government should think reason behind the high fees structure in the private institution. There are many facilities in private institution and overall quality of education is good. The report can be seen in many examination results.  If SLC examination result is compared between Government and Private institution then passing rate is 50 % higher at private Institution.  Government should be blamed for providing poor quality of education at government institution. There are many loop holes in government institution like infrastructure, teacher competency, and quality of education and overall development of student. Thought there is free education till Class 10 at government institution for both genders but still parents seek their children to provide education at private institution because of the quality of education. Parents would do their best for children future.

Government should focus on the up gradation of Colleges and University. They should improve the Basic Level of Education till the higher standard education. Teachers at government schools rarely work better. Their mind is preoccupied that government job is the most secure job and usually teacher will be of same village. The Cross checking pattern should be implemented in the education sector where all the teacher quality of teaching should be benchmarked. The Feedback of teacher from Student and Guardian should be documented and submitted to the Central Education Committee at least once in a year. The Grade should be given to teacher and promotion should depend on the grade of teacher. The Campuses and University should be Graded on the quality of Education like A+, A, B+, B, C and D.

Politics interference is also one of the reasons not to have quality education at Government institution. Politics should be limited within Institution and should not have any relation with National Politics. It seems to have National political party's presence at college beginning from the first year. Students must join any one of party. They cannot be neutral. Result: Politics has made the division within students and thus quality of education had been degraded.

Closing of Private schools would impact bad at quality of education. Generation needs revolution and revolution can be brought in Nepal by providing good quality of education.  Knowledge is Power. If there is good education system in Nepal then Nepalese student would study in Nepal. This will help country budget utilized within country and create several employment opportunity. Education Tourism has vital importance in some of country. Country will generate revenue by providing good Education system. Singapore, India, USA, UK, Australia, Switzerland have many good institution which provides different types of course. Student will come for internship programs or research development. If there is good education system at Nepal then students from foreign country would come to pursue higher education.  Imagine if there is one good University that has intake of 800 students per year and total capacity is 4000 then many teachers, staff and village people would get benefit. This will create good employment opportunity and revenue generation for Nepal.

Up gradation of government institution should be done promptly by improving the infrastructure, teacher competency and quality of education. Private Institution should be encouraged to provide good quality of education. Today student are the tomorrow future of Country. If there is good education system in Nepal then our Country future will be bright.

Strikes : National Religion

Couple of Months back, I was in Gaur (my hometown) Nepal, It was such a pleasure to meet my family and friends after a long time, I saw hopes in eyes of people around me which had gone missing for 15 years. They were of the belief that the biggest crisis for Nepal(Maoists Insurgency) was over but that was not to be the case. To their surprise still the security situation is not getting better.
I faced one of the toughest times in recent time, I had a plan to utilize my limited vacation meeting old pals so was planning to visit the capital City but unfortunately that remained a dream. Every alternate day, there was a strike, some kind of “Chakka Jam”. It has come as a complete shock to me, how people have started thinking? All of them think and treat themselves politically hyper –active. Everybody has an issue, a different approach about how the country should be run.its like nation has got too many leaders currently.
Democracy has been proved the best method of Governance across the Globe. Majority of the nations have adopted it and of course it is consistent and yielding. But again , democracy can be suicidal if not handled carefully, in today’s contest people interpret freedom according to their will and desire. The same understanding has given many of them a birth right for strikes!! People can burn anything anytime if something has not happened according to their expectation, there will be a “chakka jam” immediately. So that is how democracy is being nourished in Nepal. Some leaders call it as freedom but I am wondering if they do understand the consequences??
Today, schools , colleges , business places remain closed for almost 2-3 days in a week ultimately for no reasons. Have we ever thought what kind of culture we are developing ? The youth of nation has mastered the art of Tyre Burning, stone pelting, vandalizing National Assets in name of revolution. Once famous for her peace and beauty, Nepal is weeping today at her ugliest face.
People simply can’t believe if the Land of Mahatma Buddha has come to this state. Brotherhood, peace, harmony all look yesterday’s words, today we have nothing but hatredness , violence, chaos, strikes and of course Tire Burning! The height of intolerance has been reached. We are uncertain of any certainty. Are the strikes, stone pelting or vandalizing assets are the only answer to any problems?? Guys let’s think over it , can we do a better job ?
